Standby power reduction programmes making use of IEC 62301

The second edition of IEC 62301 "Household electrical appliances – Measurement of standby power" provides more details in comparison with the first edition on the proper execution of the measurement methods in order to ensure representative and reproducible results. Even though this Standard was prepared by IEC/TC 59 "Performance of household and similar electrical appliances", its scope is not restricted to household appliances. The objective of IEC 62301 is "to provide a method of test to determine the power consumption of various products in relevant low power modes, generally where the product is not in active mode." IEC 62301 has been used by several regulations and campaigns all over the world due to its general character.
The Australian Government Department of Climate Change and Energy Efficiency released the report "Evaluation of Politics to Reduce Standby Power and Development of a Standard Methodology" in July of 2011. The report contains a comprehensive overview over existing national policies targeting standby power. The range of products covered in this overview includes white goods, office and home entertainment equipment, air conditioners and other appliances.
Directive 2009/125/EC in Europe
Directive 2009/125/EC was released by the European Parliament and the Council in 2009 to establish a framework for the setting of eco-design requirements for energy-related products. That Directive, commonly referred to as "ErP Directive", does not give any product-specific requirements but sets general objectives, the reduction of energy consumption being among them. The specific details are defined by so-called "implementing measures", mostly Commission regulations addressing individual products. Such regulations commonly make use of so-called "harmonized standards", which are European standards linked with the regulation through the publication of a reference in the Official Journal of the European Union. Those European standards are typically adopted from international standards. Products conforming to a harmonized standard are presumed to fulfill the corresponding regulation’s requirement. Standby and off mode electric power consumption of electrical and electronic household and office equipment is dealt with by the Commission Regulation (EC) No 1275/2008. This Regulation refers to the harmonized standard EN 50564:2011 "Electrical and electronic household and office equipment - Measurement of low power consumption" which is a modified version of IEC 62301:2011.
Other standby power reduction programmes
In Canada, there is a similar framework established through the Energy Efficiency Act of 1992 and the associated energy efficiency regulations with regard to minimum energy-performance levels for energy-using products, the labelling of energy-using products and the collection of data on energy use. As detailed on the web pages of Natural Resources Canada (NRCan), the organization administering the energy efficiency regulations, regulations "are amended on a regular basis to strengthen existing performance standards or to introduce performance standards for new products". In 2011, minimum energy performance standards (MEPS) were introduced by Amendment 11 for the standby power of compact audio products, televisions and video products. Two stages, Tier 1 and Tier 2, being effective since May 2011 and January 2013, are defined and power limits are set for off mode and standby mode operations. The standard to be used for measuring off mode and standby mode operations data is CSA C 62301-07 which corresponds to the first edition of IEC 62321.
Another example of standby power reduction programmes making use of IEC 62301 is the initiative "Standby Korea 2010" established by the Korean Ministry of Commerce, Industry and Energy (MOCIE) and the Korea Energy Management Corporation (KEMCO). A detailed description of this initiative is available here (2014-08-07). The framework in this initiative outlines concrete programmes among which the most important is the "e-Standby Programme" that sets mandatory requirements since the amendment of the Rational Energy Utilization Act by MOCIE at the end of 2007. This programme’s implementation is managed by KEMCO in cooperation with manufacturers of office equipment and household appliances. The relevant products that fail to satisfy the standby power standards have to be labelled with a warning mark. Products that do not meet the MEPS may be sanctioned in terms of production and sales activities. The standard to be used for the white goods, office equipment and consumer electronics in the scope of the initiative is KS C IEC 62301 representing an unmodified adoption of IEC 62301.
