Task and Terms of Reference

The listed Advisory Committees report to the SMB (Standardization Management Board).


The role of SMB advisory committees is to advise, guide and coordinate IEC technical work, under the auspices of the SMB in their respective areas with the aim of ensuring consistency.


Members are technical committee representatives, as well as experts nominated by National Committees in the particular area concerned, and are appointed by the Standardization Management Board.


Advisory committees provide a forum for the discussion of problems of mutual interest between the representatives of technical committees having considerable interest in the scope of the advisory Committee. Close liaison is maintained with other technical committees concerned.

Systems Approach
The multiplicity of technologies and their convergence in many new and emerging markets, however – particularly those involving large-scale infrastructure – demand a top-down approach to standardization, starting at the system or system-architecture rather than at the product level.

Therefore, the Systems Work will define and strengthen the systems approach throughout the technical community to ensure that highly complex market sectors can be properly addressed and supported.

It promotes an increased co-operation with many other standards-developing organizations and relevant non-standards bodies needed on an international level.

System standards, having implications for the IEC’s conformity assessment systems and processes, are also increasingly required in sectors such as environment, safety and health.

Standardization Evaluation Groups (SEG) identify new technical areas and anticipate emerging markets/technologies that require a systems approach as well as define and implement enhancements to the TC/SC structure for improved functionality, notably to improve coordination on issues that cross traditional boundaries.

Systems Committees (SyC) aim to extend the use of strategic or other horizontal groups to bridge areas covered by more than one or two TC/SCs.

Systems Resource Group (SRG) serve as a support and consulting resource to SEGs and SyCs, collecting and sharing best practices. Specifies tools and guidance for functions such as architecture models, road maps and use cases.

TCs with a Systems Function remain unchanged and continue working on Systems.

Task and Terms of Reference

The SMB (Standardization Management Board) establishes SGs (Strategic Groups) to look into new initiatives for IEC work in a specific domain and develop proposals by:

  • Analyzing market and industry developments in its area,
  • Identifying the TCs (technical committees) and SCs (subcommittees) concerned,
  • Analyzing the current level of TCs/SCs (technical committees/subcommittees) activities and identify where future activity is required,
  • Defining a structure for the coordination of cross TC/SC work, where required,
  • Monitoring TC/SC work to highlight any overlap of work or potential inconsistencies.
