Following a review and discussion of documents CAB/1973/DC and

CAB/1974A/CC, CAB created a TF - top 4 CAB strategic priorities & selfassessment,
tasked to propose the top 4 strategic priorities for CAB as
well as the top 4 other issues, derived from the self-assessment report,
and submit these proposals to CAB at its June 2021 meeting. The
members of the taskforce are Mr Zeitz, Fayzrakhmanov, BK Lee, Cole,
Arnhold and Ms Sterling with Mr Rajeev Vagdia as Convenor.

A.2 Approved the recommendation that the IEC CA Systems’ WG
convenor dealing with the task to implement the feedback procedure

CAB agreed with the direction taken by the guidance document proposed in

for CAB for approval by correspondence as quickly as possible.

The CAB, taking into account the comments received in CAB/1986A/CC,
discussed the draft High-level guidance document proposed by CB, as
given in the attachment to the Annex of CAB/1986/DC, decided to create a
TF - Review & Revise High-level guidance, tasked to review & revise the
draft guidance document, and to submit is recommendation to CAB at the
June 2021 meeting, following which endorsement from CB would be
sought. The members named to the taskforce were Mr Imgrund, Selva,
Vagdia, Zeitz, Duffy, Agius and Paulsen with Ms Sterling as Convenor.

47 / 29 2020-06-08&09 Geneva CAB Decision 47/29 — ISO CASCO proposed changes to ISO/IEC Directives, Part 2, Clause 33.
The CAB, noting the questionnaire CAB/1975/QP, and its results given in
CAB/1975A/RQ, replied to the 4 questions as follows:
1. CAB did not support the deletion of “systems and bodies” as
proposed in Change 1, Annex A, Circular letter N998.
2. CAB did not support the clarification of a CA scheme as proposed in
Change 2, Annex A, Circular letter N998.
3. CAB did not support the addition of clause 33.4 as proposed in Change
3, Annex A, Circular letter N998.

4. CAB did not support the clarification that consultation for the
development of a dual logo document must be requested of both
ISO/CASCO and IEC/CAB, as proposed in Changes 1, 2 & 3 of Annex
A, Circular letter N998, due to not wanting to open clause 33 to
potential complications and due to the procedures agreed as
described in document CAB/1942/INF.
CAB then tasked the CAB Secretariat with conveying this result to SMB
and to CASCO.

The CAB, noting document CAB/1963/INF, thanked the IEC Coordinators
in ISO/CASCO WGs for their important contribution to the representation
of IEC in these working group meetings and their reporting to the CAB.
The CAB therefore thanks IEC Coordinators Mr Heribert Schorn, Mr Shawn
Paulsen, Mr Chris Agius and Mr David Hanlon, and strongly encouraged
them to continue in this important work.

The CAB, noting document CAB/1989/DV, decided to treat the
recommendations given therein as follows:
1) CAB approved the communication as an AC, issued by the General
Secretary, as a standard distribution and circulated to the IEC CA
community at the earliest convenience.
2) CAB tasked the Taskforce - IAF Resolutions 2016-17, 2017-19 & 2018-
13 with reviewing the IEC/ILAC/IAF Tripartite Agreement, and
proposing any changes it considered necessary to rectify this issue
and avoid such issues in the future, and to provide those proposals
to CAB at its November 2020 meeting.
3) CAB tasked the IEC CA Systems with identifying, on an ongoing basis,
situations where they believe that Resolutions 2016-17, 2017-19 or
2018-13 were being misused/misapplied by IAF member ABs, and
report these to the CAB Secretariat, for notification to the IAF
Secretariat.

The CAB appreciated the proposal from the French NC for a CB Scheme Radio, given in CAB/1890/DC, and, noted the comments received in CAB/1890A/CC. Following discussion, CAB agreed to consider the use of any relevant standards (which may include those from ETSI and ANSI) and tasked IECEE, in collaboration with the other IEC CA Systems, with investigating the business case for a possible service, using the documents CAB/1918/INF and CAB/1919/INF for reference as well as any other appropriate information, and to provide a progress report to CAB at its 2020 June meeting.

46/7 2019-10-21 Shanghai CAB Decision 46/07 – Guidelines for the selection and approval of non-IEC or non-ISO standards for use in IEC CA schemes
CAB Policy allows for the use of non-IEC or non-ISO standards for use within the IEC CA Systems, but does not provide guidance on how such standards may be selected or approved. For this reason, CAB tasked WG 10 with creating guidelines for the selection and approval of non-IEC and non-ISO standards and proposed its integration into the IEC CA Policy.

The CAB noted the proposal from the German NC, given in CAB/1904/DC, for bilateral agreements between governments of IEC National Committees which, when in the electrotechnical field, should recognize acceptance of CA results from the IEC CA Systems. Noting the comments received in CAB/1904A/CC and following discussion on the proposal, CAB supported the proposal and agreed to raise this topic to the IEC Council Board.

The CAB thanked the WG 14 Convenor, Mr Ian Forte, for the document CAB/1908/R and his additional verbal report and congratulated the working group on the success of the four webinars already held in 2019 and wished them success for the final webinar this year. CAB also recognized that work on updating the Promotional Matrix was in progress and requested that a final version be submitted to the 2020 June CAB meeting for review.

The CAB recognizing that the WG 14 Convenor, Mr Ian Forte, was completing his final term as a CAB Member and was therefore stepping down as the Convenor at the end of 2019, further thanked him for having led this group since its re-establishment in 2014. CAB then named Mr Thorsten Arnhold as Convenor with his appointment formally taking effect from 1st January 2020.

The CAB thanked the WG 17 Convenor, Mr Pierre Selva, for the document, CAB/1912/R, and his additional verbal report and, noting the comments in CAB/1912/CC, supported the recommendation to disband CAB WG 17 and to transfer the remaining tasks to IECEE WG 31 (including monitoring and liaison work with respect to the IECQ cybersecurity activities). Concerning the work with ENISA, the CAB decided:
• that a designated expert from IECEE WG 31 pursue membership in the ENISA ad-hoc group established to discuss a successor to the SOG-IS Mutual Recognition Agreement; and
• that the IEC CO pursue the MoU between IEC and ENISA.

46/25 2019-10-21 Shanghai CAB Decision 46/25 – IECEE Annual report
The CAB noting document CAB/1896/R and the comments received in CAB/1896A/CC endorsed the annual report and thanked the IECEE Chair, Mr Wolfgang Niedziella, for his additional verbal report and dealt with the matters for decision as follows:
1.1 See CAB Decision 46/26.
1.2 CAB approved the use of up to 10% of reserves as unbudgeted funds, for the potential financing of additional resources to enable the IEC IT department to advance IECEE IT projects.
1.3 See CAB Decision 46/27.
1.4 CAB approved the use of ITU recommendations within the IECEE.
1.5 CAB approved that IECEE develop a proposal for a new service for Time-sensitive Network (TSN) for future submission to CAB for a decision.
1.6 CAB approved IECEE to develop a concept, for future new services, covering partial conformity assessment of suitable aspects within specified standards, for submission to CAB for endorsement in October 2020 or by correspondence, whichever is earliest.
1.7 CAB agreed with the concerns of this recommendation and recognized that it was a duplication of an earlier CAB Decision, 45/36, supplemented the decision by requesting feedback from SMB on a regular basis.
1.8 CAB decided to raise this issue to the IEC Council Board.

46/29 2019-10-21 Shanghai CAB Decision 46/29 – Gratitude to Affiliate Country Leadership
The CAB expressed its gratitude to the Affiliate Leader, Mr Rojas Manyame, for his presentation to the CAB and report, CAB/1907/R. The CAB recognized the important role of the Affiliate Country Programme which facilitates Affiliate countries' understanding and use of IEC standards and conformity assessment services. The CAB also appreciated the value and the efforts of the ACAS programme, and was encouraged by its growth from 31 countries and 21 declarations, a year ago, to currently 33 countries and 24 declarations and the widespread and growing use of the e-Learning modules.

The CAB expressed its gratitude to Mrs Alessandra Salgado for her presentation, given in document CAB/1915/MTG (circulated after the meeting), and for the consistent and loyal participation of IRENA at CAB meetings at IEC GMs. The CAB recognized the complementarity between IRENA and IECRE; IRENA with its government policy setting assistance, and the IECRE with its policy realisation assistance.

46/36 2019-10-21 Shanghai CAB Decision 46/36 – Gratitude to Mr Simon Barrowcliff
The CAB expressed its gratitude to Mr Simon Barrowcliff, CAB Alternate from the UK, for his verbal update on the situation concerning Brexit. As there is a potential agreement on the table that has not yet been approved, the situation remains unsettled. CAB then asked if Mr Barrowcliff would also provide a further update to its next meeting in June 2020 or sooner if a result arises.
