44/8 2018-11-09 Busan CAB Decision 44/08 - CAB rules for voting by correspondence
The CAB noting document CAB/1786/DC decided to adopt the rules given therein with the text modified to state that “only the fifteen appointed or elected members of the Conformity Assessment Board have the right to vote” and with the modification that the “defer” option is removed from point (e) of the process, and all of the three options proposed are rejected, and with a modification to the second last paragraph to indicate “based on comments received” Rather than “too many comments”, and requested that WG 10 integrate this procedure into the forthcoming CA Directives.

The CAB noting document CAB/1787/DC thanked Peter Godwin, IEC Head of IT, for his explanations and requested that the IT department conduct an analysis including implementation time of what would be required to convert IEC CA Systems into the EMS, centralized document and voting system and provide this analysis to CAB in Q1 2019.

The CAB expressed its gratitude and appreciation to Mr Tiedemann, the IEC Community Manager, for his interesting and informative presentations concerning the IEC Academy and training school, which CAB intended to use extensively, and the new IEC Collaboration Platform.

The CAB thanked the WG 10 Convenor, Mr Steve Margis, for his verbal report, and noting that the Masterplan Implementation Plan (MPIP) had been set as the immediate priority appreciated the advancement in this respect, but also encouraged the working group to complete its many other tasks as quickly as possible.

The CAB thanked WG 10 Task Force Masterplan Implementation Plan (TF MPIP) for their proposals, given in CAB/1800/DC, for the first seven most urgent items and approved them all for submission to the Council Board TF MPIP. Then, to align with an expected request from Council Board for submission by March 2019 of proposals covering items for implementation in 2020, CAB tasked WG 10 TF MPIP with completing proposals for the two remaining items for CAB approval by correspondence in Q1 2019.

44/14 2018-11-09 Busan CAB Decision 44/14 - CAB WG 11 on CA Systems issues
The CAB thanked the WG 11 Convenor, Mr Tim Duffy, for the working group report and for his verbal supplement.
CAB recognized the proposal by WG 11 to strengthen the language in IECCAB P01 Cl. 6.6, and tasked WG 10 with its implementation.
CAB decided to treat the recommendations as follows:
A.1 CAB approved the recommendation to remove the following text from the current WG 11 ToR “Current task: to draft a high level document covering Peer Assessment.”
A.2 CAB approved the proposed modifications to the IEC CA01 Clause 5.1 text as given in the report and tasked the CAB Secretariat with updating the document and publishing an edition 2.3 for immediate implementation.
CAB then encouraged the WG to complete its outstanding tasks by the next CAB meeting in June 2019.

The CAB thanked the WG 14 Convenor, Mr Ian Forte, for the document, CAB/1790A/R, and his additional verbal report, and congratulated the working group, the IEC Communication’s department and the host committee on the good collaboration to make the CA promotional booth in Busan a great success.

44/16 2018-11-09 Busan CAB Decision 44/16 - CAB WG 17 – Cyber Security
The CAB thanked the WG 17 Convenor, Mr Pierre Selva, for the document, CAB/1796A/R, and his additional verbal report. CAB was encouraged by the draft UN Common Regulatory Objectives Framework Guidelines for Cybersecurity and gave its endorsement to continue the development with UNECE WP.6. CAB was further encouraged by the news of the high level meeting held between the EU Commission, ENISA, CENELEC and IEC concerning the EU draft Act on cybersecurity and supported ongoing actions in this regard and in other regions of the world.

The CAB thanked the Convenor, Mr Gerhard Imgrund, for the document, CAB/1788A/R, and his additional verbal report. With respect to recommendations:
A.1 and A.2 CAB, recognizing the time constraints since the last meeting, and that a meeting was scheduled for December, accepted the proposal that tasks from CAB Decision 43/23 be completed for the June 2019 CAB meeting.

The CAB thanked the Convenor, Mr Pierre Selva, for his verbal report on this issue and, recognizing that only one remote meeting had taken place and that a second meeting was scheduled for December, appreciated the anticipated report to be circulated in Q1 2019 for CAB comment and discussion at the June 2019 CAB meeting.

The CAB thanked Convenor, Mr Pierre Selva, for the document, CAB/1798A/R and for his additional verbal report. CAB recognizing that there were three issues, took the following decisions on each:
1) In a separate decision CAB tasked the CA Systems with submitting budget and two years forecast to CAB, and declared this task as completed for this ahG. CAB then tasked WG 11 with proposing updated rules in the IEC CA 01 to reflect the two years forecast.
2) CAB encouraged this ahG to work closely with WG 10 TF MPIP on the relevant MPIP financial implications and to make proposals aligned with the time line given in CAB Decision 44/13.
3) CAB requested that this ahG provide a final recommendation on the issue of offsetting CA Systems’ management committee meetings costs, by the next CAB meeting, in June 2019.

The CAB tasked the IEC CA Systems, starting with the 2020 budget, with providing an annual budget and an additional two years forecast when submitting yearly budgets in accordance with the format and requirements of the IEC FinCom, and to submit these in the normal way, in March, for approval by CAB.

The CAB expressed its gratitude to the Affiliate Leader, Mr Rojas Manyame, for his presentation to the CAB and report, CAB/1795/R. The CAB recognized the important role of the Affiliate Country programme which facilitates countries to become members of the IEC, in so doing, sometimes success is measured by a reduction in its numbers, such as Bangladesh, Côte d’Ivoire and Peru becoming IEC members in the last 12 months. The CAB also appreciated the value and the efforts of the ACAS programme, encouraged by its growth from 15 countries and 7 declarations, a year ago, to currently 31 countries and 21 declarations and the widespread and growing use of the eLearning modules.

CAB Decision 43/14 - Report from ahG on Rules for Committees

The CAB thanked the Convenor, Mr Simon Barrowcliff, for the report given in document CAB/1738A/R, congratulated the group on its work, and decided to treat the recommendations given in the report as follows:
A.1: CAB approved the “Rules for the Establishment and Operation of CAB Committees” given in Annex A of CAB/1738A/R, with the inclusion of the clarifying sentence in the received comment from Mr Cole.
A.2: CAB agreed that these rules should be included into the IEC CA Directives document.
A.3: The ahG was disbanded.
In implementing these new rules CAB would also require a cost benefit analysis as part of the proposal to establish a new committee.

CAB Decision 43/17- Report from CAB WG 11 – CA Systems’ issues

The CAB thanked the Convenor, Mr Tim Duffy, for the report given in document CAB/1749A/R and decided, with the provision that this item would be re-discussed at the next meeting in June 2019, to treat, at this time, the recommendations given therein as follows:
A.1: CAB approved the use of the spreadsheet (given on page 4 of the report) across the IEC CA Systems in the annual reporting by Member Bodies according to Clause 5.1 of IEC CA 01 Ed 2.0, and tasked the CA Systems Secretariats with its implementation, and providing a summary report to CAB by its June 2019 meeting.
A.2: CAB approved the proposed additional text to Clause 5.1 of IEC CA 01 Ed 2.0 and its placement as indicated on page 3 of the report, and tasked the CAB Secretariat with updating the IEC CA 01 to include clause 7.6 in edition 2.1.
The CAB then urged WG 11 to move forward quickly to complete its remaining tasks by the June 2019 meeting and to give an update report at the next CAB meeting in Busan.

CAB Decision 43/20 - French NC proposal for dedicated promotions staff member

The CAB recognized the points made in the French National Committee proposal, document CAB/1742A/INF, that demand for new IEC CA services was anticipated to increase and that the current services were not as well-known as they could be, as shown by a lack of new Member Bodies requesting to join those services. The CAB therefore agreed to establish an ahG to study this proposal and to provide a report to CAB in Busan. The recommendation shall also investigate the issue of financing such a position and its activities. A.7: The CAB Chair agreed to act as the liaison for WG 18 to the group SMB/SG 11 Hot Topics Radar.
The CAB also tasked WG 18 with proposing a bidirectional procedure to
(1) inform the responsible person(s) and CA Systems (that have been identified in the BizL) of their corresponding topic(s) in the BizL, and to

This included the CASCO webpages, promotional and informative publications, working group meetings, the CASCO Plenary meeting and so on. CAB Decision 43/42 - Gratitude to WTO presenter

The CAB expressed its gratitude to Mr Devin McDaniels, Economic Affairs Officer Trade and Environment Division of the WTO, for his presentation and further expressed its support for the WTO activities. The CAB noted with interest the achievement, over the last 20 years, of greatly harmonizing the use of international standards for national requirements, by the WTO members, and encouraged the WTO to focus on a similar achievement of harmonized conformity assessment over the next 20 years. The CAB also noted the contribution that the IEC CA Systems provide in line with the Good Regulatory Practice objectives of the WTO.
