The CAB expressed its gratitude to Mr Pierre Selva for the presentation, in document CAB/1917/INF, and for substituting-in for Mr Christophe Garnier, TC 111 Chair, who was not available to give this presentation. CAB tasked IECQ with liaising with TC111 and with the other IEC CA Systems to investigate the business case for the creation of new services based on standards including those indicated in the document CAB/1917/INF.

46/6 2019-10-21 Shanghai CAB Decision 46/06 – IECEE service for Radio
The CAB appreciated the proposal from the French NC for a CB Scheme Radio, given in CAB/1890/DC, and, noted the comments received in CAB/1890A/CC. Following discussion, CAB agreed to consider the use of any relevant standards (which may include those from ETSI and ANSI) and tasked IECEE, in collaboration with the other IEC CA Systems, with investigating the business case for a possible service, using the documents CAB/1918/INF and CAB/1919/INF for reference as well as any other appropriate information, and to provide a progress report to CAB at its 2020 June meeting.

46/7 2019-10-21 Shanghai CAB Decision 46/07 – Guidelines for the selection and approval of non-IEC or non-ISO standards for use in IEC CA schemes
CAB Policy allows for the use of non-IEC or non-ISO standards for use within the IEC CA Systems, but does not provide guidance on how such standards may be selected or approved. For this reason, CAB tasked WG 10 with creating guidelines for the selection and approval of non-IEC and non-ISO standards and proposed its integration into the IEC CA Policy.

The CAB noted the proposal from the German NC, given in CAB/1904/DC, for bilateral agreements between governments of IEC National Committees which, when in the electrotechnical field, should recognize acceptance of CA results from the IEC CA Systems. Noting the comments received in CAB/1904A/CC and following discussion on the proposal, CAB supported the proposal and agreed to raise this topic to the IEC Council Board.

46/10 2019-10-21 Shanghai CAB Decision 46/10 – CAB WG 14 on Promotion
The CAB thanked the WG 14 Convenor, Mr Ian Forte, for the document CAB/1908/R and his additional verbal report and congratulated the working group on the success of the four webinars already held in 2019 and wished them success for the final webinar this year. CAB also recognized that work on updating the Promotional Matrix was in progress and requested that a final version be submitted to the 2020 June CAB meeting for review.

46/11 2019-10-21 Shanghai CAB Decision 46/11 – CAB WG 14 new Convenor appointment
The CAB recognizing that the WG 14 Convenor, Mr Ian Forte, was completing his final term as a CAB Member and was therefore stepping down as the Convenor at the end of 2019, further thanked him for having led this group since its re-establishment in 2014. CAB then named Mr Thorsten Arnhold as Convenor with his appointment formally taking effect from 1st January 2020.

46/12 2019-10-21 Shanghai CAB Decision 46/12 – CAB WG 17 – Cyber Security - Disbanded
The CAB thanked the WG 17 Convenor, Mr Pierre Selva, for the document, CAB/1912/R, and his additional verbal report and, noting the comments in CAB/1912/CC, supported the recommendation to disband CAB WG 17 and to transfer the remaining tasks to IECEE WG 31 (including monitoring and liaison work with respect to the IECQ cybersecurity activities). Concerning the work with ENISA, the CAB decided:
• that a designated expert from IECEE WG 31 pursue membership in the ENISA ad-hoc group established to discuss a successor to the SOG-IS Mutual Recognition Agreement; and
• that the IEC CO pursue the MoU between IEC and ENISA.

The CAB noting document CAB/1896/R and the comments received in CAB/1896A/CC endorsed the annual report and thanked the IECEE Chair, Mr Wolfgang Niedziella, for his additional verbal report and dealt with the matters for decision as follows:
1.1 See CAB Decision 46/26.
1.2 CAB approved the use of up to 10% of reserves as unbudgeted funds, for the potential financing of additional resources to enable the IEC IT department to advance IECEE IT projects.
1.3 See CAB Decision 46/27.
1.4 CAB approved the use of ITU recommendations within the IECEE.
1.5 CAB approved that IECEE develop a proposal for a new service for Time-sensitive Network (TSN) for future submission to CAB for a decision.
1.6 CAB approved IECEE to develop a concept, for future new services, covering partial conformity assessment of suitable aspects within specified standards, for submission to CAB for endorsement in October 2020 or by correspondence, whichever is earliest.
1.7 CAB agreed with the concerns of this recommendation and recognized that it was a duplication of an earlier CAB Decision, 45/36, supplemented the decision by requesting feedback from SMB on a regular basis.
1.8 CAB decided to raise this issue to the IEC Council Board.

The CAB expressed its gratitude to the Affiliate Leader, Mr Rojas Manyame, for his presentation to the CAB and report, CAB/1907/R. The CAB recognized the important role of the Affiliate Country Programme which facilitates Affiliate countries' understanding and use of IEC standards and conformity assessment services. The CAB also appreciated the value and the efforts of the ACAS programme, and was encouraged by its growth from 31 countries and 21 declarations, a year ago, to currently 33 countries and 24 declarations and the widespread and growing use of the e-Learning modules.

The CAB expressed its gratitude and appreciation to Mr Alex Bobb, IT Pre-Development Manager, for information concerning the specification for the centralised document handling and voting system for IECEE and IECRE. CAB also expressed appreciation for the explanations concerning the Change Control Board (CCB) process that sets the priorities for IT projects, and was encouraged to hear that this project had been raised to a high priority and scheduled for completion in Q4 2019.

The CAB, noting document CAB/1856/INF, was encouraged to hear that the ISO Secrétaire General and the IEC General Secretary had discussed this issue and had agreed that it was a TMB/SMB issue, but they also requested the secretaries of TMB, SMB, CASCO and CAB to form a joint group to analyse the issue and provide recommended solutions for application by SMB and TMB. CAB endorsed this approach, suggested that the IEC documents on this subject and the webinar be made known to ISO and requested a progress report for the next CAB meeting in Shanghai.

The CAB thanked the WG 11 Convenor, Mr Tim Duffy, for the working group report, CAB/1857/R, and for his verbal supplement, and decided to treat the recommendations therein as follows:
A.1 & A.7 CAB approved the recommendations to modify clause 5.1 of IEC CA 01 as indicated and tasked the CAB Secretariat with its implementation.
A.2 CAB approved this recommendation (for action by the CA Systems).
A.3 CAB approved this recommendation and tasked the CAB Secretariat with conveying the proposed text modifications to the Council Board (CB) for inclusion in their CB Survey, further CAB tasked the CA Systems with conducting analysis of survey data they receive.
A.4 CAB approved the recommendation that rules for Standalone Schemes were not currently needed and agreed to the proposed modification to the WG 11 terms of reference and tasked the CAB Secretariat with updating the website.
A.5 CAB approved the recommendation that no action be taken at this time to develop a separate harmonized Personnel Competencies scheme document.
A.6 CAB approved the recommendation that Supplements to IEC CA 01 proceed directly to publication when changes concerned simple editorial issues or version changes to IEC CA 01.
A.8 CAB approved the recommendation and tasked CAB WG 11 with adapting IECEE OD-G-2062 as a CAB level document.
A.9 CAB approved the recommendation that requests for new work items on the standards development side identify CA needs and requested that SMB investigate how this could be integrated in to the ISO/IEC Directives.

The CAB thanked the WG 17 Convenor, Mr Pierre Selva, for the document, CAB/1849/R, and his additional verbal report and decided to treat the recommendations therein as follows:
A.1 CAB approved the proposed modifications to the CAB WG 17 terms of reference, and tasked the CAB Secretariat with updating the IEC website.
A.2 CAB approved this recommendation to use the NC Secretary Forum to request National Committees (NCs), to engage with their stakeholders including Regulators concerning IEC cybersecurity CA activities, and tasked WG 17 with raising the issue at the NC Forum.
A.3 CAB supported the recommendation to create a Communication Task Force involving SMB, CAB and the IEC Comms Department to build a strong cybersecurity communications plan and requested that the IEC Comms Department implement this plan.
A.4 CAB approved this recommendation and requested IECEE to investigate the market need for a certification programme aligned with IEC 62351, and tasked IECEE with providing a report on this item to CAB at its June 2020 meeting.
A.5 CAB approved this recommendation and requested that IECEE WG31 recognize and monitor the work being done by IECQ on cybersecurity.

Noting the vote by correspondence results reported in CAB/1814A/RV and the comments received, as reported in CAB/1814B/RV, concerning the 5 recommendations given in the working group report CAB/1814/R, and after further discussion at the CAB meeting, CAB decided to treat the recommendations as follows:
A.1 The title for this working group was changed to CAB WG 18 – New CA Services Radar (or CA Radar for short).
A.2 The proposed modification to the scope was adopted.
A.3 Following appropriate modification to titles and text in the List to align with A.1 of this decision, the New CA Services Radar List was approved.
A.4 Following appropriate modification to titles and text in the procedure to align with A.1 of this decision, the bidirectional procedure to update the Radar List was approved and tasked WG 10 with developing an interim document on the procedure with the goal to including it in the CA Directives.
A.5 CAB agreed to request the CA Systems to include a standing item in their management committee meetings to treat the updating of their respective parts of the CA Radar List, and to provide the subsequent updates to the CAB Secretariat following their respective MC meetings each year.

The CAB thanked Convenor, Mr Pierre Selva, for the document, CAB/1855/R and for his additional verbal report and decided to treat the recommendations therein as follows:
A.1 CAB approved this recommendation and tasked CAB ahG FinCom (instead of WG 14) with creating a Management Committee Guidelines document, using appropriate IECEx and IECQ documents as seed documents, but allowing for specific needs of each CA System, and to complete this task for CAB review and approval at its June 2020 meeting.
A.2 CAB approved the concept of dedicated meeting funds created by each CA System to cover their Management Committee meetings and tasked CAB ahG FinCom in consultation with the IEC Treasurer, with developing guidelines for the creation and use of such dedicated meeting funds, and to complete this task for CAB review and approval at its June 2020 meeting.
CAB further requested that this ahG re-review its original mandate, as given in CAB Decision 43/37 and CAB/1757/INF, as well as point (2) in CAB Decision 44/20, and make any necessary recommendations to CAB at its October 2019 meeting.

CAB noting the IECRE Improvement Plan, dated May 17 2019, submitted to the IEC General Secretary by the IECRE Chair, Sandy Butterfield and the IECRE Sector Chairs, Frank Ormel, Jonathan Colby, Adrian Haering, for Wind Energy, Marine Energy and PV Solar energy, respectively, did not support this plan as submitted.
CAB therefore decided to create a CAB Task Force (TF) to assist the IECRE membership in the development of a new IECRE Improvement Plan consisting of a market analysis and intelligence from the members to create a strategic business plan for sustainable revenue growth and promotion of the System and to submit formal recommendations to CAB at its Shanghai meeting.
