Basic EMC publications

Basic IEC EMC publications specify the general conditions and rules necessary for achieving electromagnetic compatibility. They serve also as building blocks for the IEC technical committees that develop EMC product standards.

Some of the basic publications are normative international standards, which are part of the IEC 61000 (or CISPR 16) series of standards, while others are non-normative technical reports.

Compatibility levels

The compatibility level is a key measure when it comes to setting limits. The IEC defines it as "the specified electromagnetic disturbance level used as a reference level for co-ordination in the setting of emission and immunity limits."

By convention, the compatibility level is chosen so that there is only a small probability that it will be exceeded by the actual disturbance level. The probability distribution depends entirely on the method used for evaluating the levels (samples of time, location, intervals, etc.) but frequently the 95% probability level is defined as the compatibility level.

Development of EMC publications

Over 50 IEC technical committees contribute to EMC standards for specific products. With it, the IEC provides the biggest global portfolio of EMC standards.

The International Special Committee on Radio Interference (CISPR), whose work first began in 1934, develops basic and generic EMC publications as well as certain EMC product standards in areas such as multimedia devices and for some household appliances. Its publications define the methods for measuring interference and immunity as well as immunity requirements in the frequency range from 9 kHz upwards. It also liaises with international, regional, and national organizations including the International Telecommunications Union (ITU).

IEC TC 77 develops basic and generic EMC publications for general application and for comprehensive safety analysis.  

The Advisory Committee on Electromagnetic Compatibility (ACEC) oversees the development of EMC standards within the IEC and provides guidance to IEC technical committees on the implementation of EMC standards within their product standards. Guide 107 provides detailed guidelines to technical committees on how to address electromagnetic compatibility in IEC publications.

Structure of IEC 61000

The structure of the IEC 61000 series reflects the subjects dealt with by basic EMC publications. As can be seen in the table, they include terminology, descriptions of electromagnetic phenomena and the EM environment, measurement and testing techniques, and guidelines on installation and mitigation.

Note that Part 3 does not contain basic EMC publications but is listed here for completeness as it is part of the IEC 61000 series.

This large and considerably subdivided series of standards and technical reports will eventually consist of nine parts. Since the titles of Parts 7 and 8 are still open, the present structure is as follows:

CISPR 16-1

Consists of six parts, specifies voltage, current and field measuring apparatus, and test sites. These include calibration and verification aspects of measuring apparatus
