IEC Technical Activities - Structure

SMB/CAG proposal concerning project management

Further to the Chairman’s Advisor Group proposal, the SMB agreed to set up ahG 58 on standardization project management with the task of examining the stages and timing of the current standards development process, with the goal of introducing project management and associated tools, flexibility and training needed to focus on delivering finished standards in the timeframe expected by the users.

The group will be convened by the SMB Chair, Jim Matthews III, with experts from DE, GB, SE, NL, ES, US, RU, JP, IT, IN, FR as well as CO and TC representatives. The ahG is expected to report back for SMB meeting 154 in October 2015.

SEG 4 – Low Voltage Direct Current Applications, Distribution and Safety for use in Developed and Developing Economies

TC/SC Matters

Elimination of exceptional end of year due dates for documents

The SMB agreed to eliminate the “exceptional end of year due dates” for documents as from December 2015. At its previous meeting in November 2014, The SMB had already agreed to eliminate the “exceptional summer due dates” for documents as from 2015. There will now no longer be any calendar black-out dates for the voting or commenting on IEC documents.

TC/SC Reports

The SMB approved 7 TC/SC reports, including SBPs by correspondence before the SMB meeting. The SMB continues to monitor the timing of submission of the TCs/SCs reporting to SMB, to ensure that the reports are received within 3 months of the TC/SC meeting.

Projects for which extensions of target dates had been reviewed

The SMB approved extensions of target dates and project plans for projects, including those with more than 4 months delay, CDVs that require longer than 24 months to be available and requests for extensions in the TC/SC reports.

Directives and Patent Policy

Directives Maintenance Team

The SMB accepted the DMT recommendations of text changes for Annex SP on Systems Standardization and Annex E on the preparation of French versions of documents of the IEC Supplement to the ISO/IEC Directives, Part 1, with the following changes:

  • The first sentence in SP.1 is changed to include energy efficiency "System standards are also increasingly required in sectors such as environment, energy efficiency, safety and health."
  • The last sentence of SP2.2 regarding SMB approval of SEG membership is deleted - SP3.2 is changed to read "…the establishment of a new Systems Committee is normally made by a Systems Evaluation Group."
  • Include the former E.3.1 "The French National Committee will provide, within one week, a statement on the preparation of the French version".

The SMB requested Central Office to publish the next edition of the IEC Supplement to the ISO/IEC Directives as soon as possible.

ITU proposed changes to the common IEC/ISO/ITU patent policy

ITU-T has an ad hoc group on IPR reporting to the Director, which made proposals to modify the text on patents, and notably the text concerning transfer of rights The SMB noted the changes proposed by the ITU Director’s Adhoc Group on IPR and agreed with the following:

  1. The SMB endorsed the principle of transfer of rights.
  2. The SMB recommended that the current Patent Policy agreed between IEC, ISO and ITU remain unchanged.
  3. The SMB asked that the IEC General Secretary be requested to work with his counterparts at ISO and ITU to develop common language for the Guidelines to the IPR Policy. If no common language is possible, then language suitable to the IEC regarding transfer rights should be added to the IEC portion of the IPR guidelines. Such language should be as clear as possible to be widely understood by IEC TC/SC experts.
  4. The SMB recommended that the Patent Declaration Form be modified in a suitable manner to reflect that the need for declaration of RAND licensing be recognized by the declarer and any future successor of the cited IP, using the text proposed by the ITU.
  5. SMB invited ISO/TMB to concur and requested the IEC General Secretary to communicate this decision to ITU.

The Chair of TC 64, Etienne Tison, made a presentation on TC 64 activities. The SMB invited TC 64 to pro-actively take up contact and liaise with TCs concerned with issues related to LV electrical installations and protection against electric shock.

The Chair of TC 106, Ron Petersen, made a presentation on TC 106 activities. The SMB noted with interest the development of a potential Guide in collaboration with IEC Advisory Committees and "Support Apps" to facilitate the use of standards prepared by TC 106.

Dr Rico Radeke made a presentation on the "5th Generation of mobile communication and tactile internet". The SMB looks forward to IEC engagement on the subject in the future through the ACTEL successor group as well as the Market Strategy Board (MSB).

CENELEC was represented by Mr Geert Maes who made a presentation on "EC standardization requests to CENELEC, Dialogue with IEC". (SMB/5493/INF)

Furthermore, the SMB agreed with the proposal of the SMB Secretariat and requested that a justification be provided for all exemptions to the parallel process.
