Measuring energy performance

Energy performance programmes for medium power transformers making use of (future) IEC 60076-20

provided by IEC Advisory Committee on Energy Efficiency (ACEE)

 

Although power transformers are generally very efficient devices, further cost-effective improvements in their efficiency can yield substantial energy savings, taking into account their typical service life of 30 years or even more. That is why promotion of high efficiency transformers is supported by a lot of policy instruments and programmes around the world, e. g:

  • Minimum energy performance standards (MEPS)
  • Voluntary or mandatory product labelling
  • Financial incentives, subsidies and tax breaks
  • Support for R&D and demonstration projects

Currently, the policy makers make use of a multitude of performance metrics in the various country-specific programmes. Furthermore, different definitions are used for a series of terms, such as rated power, reference temperature, rated frequency, etc. While some programmes refer to the IEC 60076 series for rating transformers, there are programmes that continue to make reference to different rating standards. The following table gives an overview over relevant energy performance programmes for medium power transformers:

The transformer energy performance calculated by using various MEPS cannot always be compared to each other often because of the differences in rating conditions. A solution to overcome this problem is providing an IEC Standard containing essential definitions that can be adopted by the regional MEPS. Such a Standard will be delivered by IEC/TC 14 with the future part 20 of the IEC 60076 series.

 

The development of IEC 60076-20 will benefit from the experiences gained in Europe, Brazil, and other regions. For example, standards were developed in Europe for medium and large power transformers to support the “Commission Regulation (EU) No 548/2014 of 21 May 2014 on implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to small, medium and large power transformers”. This Regulation defines two stages, Tier 1 and Tier 2, and the requirements for those stages demanding a progressive increase in efficiency come into effect in July 2015 and July 2021, respectively.
